Peking, June 21, 1907.
I repeated your telegram No. 70 of the 18th June to the Judge of His Majesty's Supreme Court, Shanghae, with an expression of my own views on the question, and he has now replied as follows:-
"As reported in Consul-General's despatch No. 70, the recruitment of eighty men has been authorized by the Indian Government, and with this and other recent additions to the force, my knowledge of the police obtained at late inquiry leads me to consider that there is no urgent necessity for further increase. With regard to the alternative scheme, it is under my consideration, and I wish to consult Colonel Bruce, the new Captain Superintendent, who arrives next month, on the subject. The report of the inquiry, which is being printed, will be sent to you in a short time.”
